About Advisory Board Roles

Advisory bodies advise the City Council and identify issues before the Council makes final decisions. Advisory body members are appointed by the Mayor, subject to the approval of a majority of the Council. Most members serve four-year terms of office.

Attendance Requirements

Minimum meeting attendance requirements vary according to the frequency with which the body meets. Advisory body members serve without pay with the exception of Planning Commissioners.

Applications

The City Clerk’s Office welcomes applications for all Boards, Commission and Committees year round.

Each year, the City Clerk keeps a current list of applicants. Applications are public records.
You may submit an application at any time between January 1 and December 31. The City may consider your application for any vacancy that comes up during that year.
On December 31, all unselected applications expire. If you would like to be considered again, you must submit a new application.
This process allows the Mayor to review applications already on file if a vacancy comes up. A vacancy may occur if someone resigns, is no longer eligible to serve, or their term ends.

Art Review Board

About

The Art Review Board advises the City on public art projects. Members bring expertise in contemporary and public art to guide artist selection, installation, and maintenance under the Art in Public Places Program Policy. The Board’s mission is to promote community access to art, integrate it into daily life, and inspire public interest that strengthens Fremont’s cultural vibrancy, economic vitality, and unique identity.

Charter Advisory Committee

About

On March 3, 2026, the City Council approved a City Charter workplan that included the establishment of a seven‑member, Mayor‑appointed City Charter Advisory Committee. The Advisory Committee will be responsible for drafting a proposed City Charter for the City Council’s consideration.

Meetings

The Charter Advisory Committee will meet every Monday from March 23, 2026, through April 27, 2026, at 5:00 p.m. Meetings will take place in the City Council Chambers, located at 3300 Capitol Avenue, Building A.

Recruitment

The City Council has begun accepting applications from individuals interested in serving on the City Charter Advisory Committee. Seven committee members will be appointed by Mayor Salwan and ratified by the City Council at its March 20, 2026, Special City Council meeting.

Citizens Advisory Committee (CDBG Program)

About

The Citizens Advisory Committee (CAC) advises City staff on the use of Community Development Block Grant (CDBG) funds, including capital projects, housing, and public service programs.

The CDBG program helps build strong and healthy communities. It gives money to support safe homes, better neighborhoods, and economic opportunities for people with low or moderate incomes.

Each year, the Committee recommends how to spend the CDBG funds through a Request for Proposal (RFP) process.

East Bay Regional Park District Liaison Committee

About

This committee provides advisory oversight for Ardenwood Regional Preserve. It follows the Land Use Development Plan. The committee helps the City of Fremont and the East Bay Regional Park District work together. It makes it easier to manage park facilities and helps staff do their jobs faster. This committee replaces the old Ardenwood Regional Preserve Advisory Committee (ARPAC).

The Human Relations Commission (HRC) works to prevent discrimination and protect the rights of everyone in Fremont. The commission promotes a compassionate and inclusive community where diversity is valued, neighbors support one another, and vulnerable residents receive the services they need. Its goal is to help ensure that everyone can live, learn, work, and play in peace and harmony.
