General Plan Updates

Fremont, Central Park, and Coyote Hills

A General Plan, as required by state law, is a city’s “constitution” for growth and development and the policy foundation upon which all development and land use decisions are based.

Fremont's General Plan 2030 was adopted by the Fremont City Council on December 12, 2011. Since its adoption, there have been no major revisions to the General Plan elements, except for the Housing Element which is required to be updated every eight years. The most recent Housing Element update was adopted on January 10, 2023.


2025 General Plan Updates

Recent changes in state law now require the City to amend portions of the General Plan.

  • Senate Bill 1425 (SB 1425) requires the Open Space Element to be updated by January 1, 2026. The updated Open Space Element will need to address equal access to open space for all residents, climate resilience, and rewilding opportunities.
  • Assembly Bill 1889 (AB 1889) requires the Conservation Element to be updated on or after January 1, 2028. The updated Conservation Element will be required to analyze wildlife connectivity areas, identify wildlife passage features, and consider the impact of development on wildlife and habitat connectivity.

City Council Meeting

The Fremont City Council will consider adoption of the proposed General Plan amendments at the December 9, 2025, City Council meeting. The proposed amendments to the Land Use and Open Space Element and the Conservation Element reference existing Citywide plans and policies to demonstrate compliance with SB 1425 and AB 1889.

Planning Commission Meeting

On November 13, 2025, the Planning Commission made a recommendation to the Fremont City Council to adopt the proposed General Plan amendments.

Public Review Draft

The draft amendments were published for a public review period from October 13, 2025 to October 27, 2025.

Timeline

The following is an estimated timeline for the General Plan updates:

  • Public Review Period for Draft General Plan Amendments – October 13, 2025 to October 27, 2025
  • Planning Commission Review – November 13, 2025
  • City Council Review – December 9, 2025
