The Hazardous Materials (HazMat) Division, under the Fremont Fire Prevention Bureau, supports the broader Fire Department mission of safeguarding public health, ensuring public safety, and protecting the environment.
The HazMat Division:
- Manages risks associated with hazardous substances and wastes, chemical storage, aboveground and underground tanks.
- Regulates, monitors, and mitigates the storage, use, and handling of harmful materials.
- Ensures code compliance through inspections, emergency response coordination, and community education.
- Strengthens the community’s resilience to chemical risks.
Core Functions and Areas of Responsibilities:
- Inspect and oversee Fremont facilities that use, store, and handle items like flammable liquids, compressed gases, explosives, and poisonous substances.
- Conduct inspections related to:
- Hazardous Materials Business Plan (HMBP)
- California Accidental Release Program (CAL-ARP)
- Underground Storage Tank (UST)
- Hazardous waste generators / On-site hazardous waste treatment (Tiered Permit)
- Educate business owners on safety risks and proper disposal techniques.
- Identify and address HazMat code violations and enforce compliance.
- Investigate and address complaints related to HazMat releases and spills.
- Monitor compliance of local businesses related to Federal, State, Local hazmat codes, ordinances, and regulations.
