When a major incident occurs, the City’s EOC may be activated to better manage the emergency. 

The EOC coordinates:

• Emergency operations
• Improves information management, and
• Coordinates resources – including requests for mutual aid and State and Federal assistance.

The EOC includes representatives from:

• All City agencies
• Liaisons from other public agencies
• Non-governmental partners
• Alameda County emergency management officials with whom the EOC coordinates closely. 

EOC Leadership 

• OES manages the EOC under the executive direction of the City Manager – who is Director of Emergency Services.
  • In the absence of the City Manager, certain other senior officials may act as Director of Emergency Services, as provided in the Emergency Operations Plan.
• A Policy Group – consisting of the City's Management Team – advises the Director of Emergency Services over the course of the emergency. 

The Emergency Operations Plan, adopted by the City Council in February 2020, establishes a comprehensive framework to effectively prepare for, mitigate, respond to, and recover from major incidents – including natural disasters and other highly complex emergencies.

The Local Hazard Mitigation Plan, adopted by the City Council in November 2024, assesses the risk that natural disasters pose to Fremont, and provides strategies to reduce risk.
