Program Participating Lenders

Through the City's First Time Homebuyer Program, the City offers income eligible first time homebuyers the opportunity to purchase a below market price (BMP) home in Fremont.


Participating Lender

The City requires that anyone interested in purchasing a new or resale BMP home must work with a City Participating Lender. They must get pre-approved for a primary (or “first”) mortgage from one of the lenders prior to submitting an offer.


Training Manual for Lenders

The City's Housing Division has prepared a Participating Lender Training Manual to provide Participating Lenders with a summary of the key requirements of the City's First Time Homebuyer Program. The manual includes the following information:

  • BMP homebuyer eligibility requirements
  • BMP home sale process
  • BMP homeowner obligations
  • Participating Lender requirements
  • Process for becoming a Participating Lender
  • City’s underwriting requirements
  • Factors to be considered in the income qualification process

Existing Participating Lenders are required to review the Participating Lenders Training Manual in its entirety.
