If you are a participant of the First Time Homebuyer Program or the Neighborhood Home Improvement Program and you are interested in refinancing your loan, you must work with a lender listed on the City’s Participating Lender List.

If you are a home buyer who purchased a home or borrowed funds using one of our programs: 1) Welcome Home Program ($40k loan assistance), 2) Welcome to the Neighborhood Program ($40K loan assistance), 3) Below Market Price Home Ownership Program, or 4) Neighborhood Home Improvement Program, and you wish to refinance your home loan, you must contact a lender from the City's Participating Lender List, fill out the Form of Owner Request for City Subordination, and send it to the Housing Division by email.

If you are interested in making improvements to your home, view the information below.

In order for an eligible capital home improvement to be taken into account when the maximum restricted resale price is calculated, substantial structural or permanent fixed improvements should meet the following requirements:

• approved in writing in advance by the City or its designee (see information below),
• made or installed by the property owner who conformed with applicable building codes at the time of installation; and
• initial costs exceed $10,000 and/or additional square footage is added to the home causing the County Assessor to increase the assessed value of the home.

Obtaining Approval

To obtain approval, you must complete the City's request form and submit the form and any attachments by email or mail (City of Fremont Housing Division, 39550 Liberty Street, PO Box 5006, Fremont CA 94538). Please note that most home improvements will not increase the value of the home. Any increase in value above the indexed price, if applicable, shall be determined by the City at its discretion. You should retain all supporting documentation for eligible capital home improvements for resale purposes.

Below Market Price Homes

The City has helped make the cost of buying a Below Market Price (BMP) home affordable. In exchange for the opportunity to buy your home at an affordable below market price, you agree that the City has an option to buy your home at a restricted resale price or the City can assign it to another income eligible first time homebuyer household. If you decide to sell or move from your home, you must let the City know promptly in writing of your intention by completing and sending the City the Owner’s Notice of Intent to Transfer. The City will have 30 days to respond to the notice, and the response will include the current restricted resale value as well as resale information.

Downpayment and Home Improvement Loan Repayment

If you purchased your home with downpayment loan assistance or borrowed funds for home improvements from the City and decide to sell or pay off your loan, please have your Escrow Officer email the Housing Division immediately to request a loan payoff. The City will need the following documents to prepare a loan payoff quotation: completed Owner’s Notice of Intent to Transfer, a fully executed purchase agreement, a current property appraisal report, and a preliminary title report.
