In order for an eligible capital home improvement to be taken into account when the maximum restricted resale price is calculated, substantial structural or permanent fixed improvements should meet the following requirements:
- approved in writing in advance by the City or its designee (see information below),
- made or installed by the property owner who conformed with applicable building codes at the time of installation; and
- initial costs exceed $10,000 and/or additional square footage is added to the home causing the County Assessor to increase the assessed value of the home.
Obtaining Approval
To obtain approval, you must complete the City's request form and submit the form and any attachments by email or mail (City of Fremont Housing Division, 39550 Liberty Street, PO Box 5006, Fremont CA 94538). Please note that most home improvements will not increase the value of the home. Any increase in value above the indexed price, if applicable, shall be determined by the City at its discretion. You should retain all supporting documentation for eligible capital home improvements for resale purposes.
