Community Development Block Grant (CDBG)

The City of Fremont receives CDBG funds directly from the U.S. Department of Housing and Urban Development (HUD). The primary objectives of the CDBG program are to develop viable urban communities, principally for low- and moderate-income households, through the provision of decent housing, a suitable living environment, and economic opportunity. CDBG funds may be used for public service activities, public facilities improvement projects, economic and community development activities, and rehabilitation of housing.

Draft Program Year 2026-2027 Annual Action Plan- 30-Day Public Review Period Now Open 

The City of Fremont and the Human Services Department is pleased to present this draft Program Year 2026-2027 Annual Action Plan for public review. The City's Community Development Block Program (CDBG) is funded through federal entitlement funding from the U.S. Department of Housing and Urban Development (HUD). CDBG funds must be used to benefit low and moderate-income families. To receive CDBG funding from HUD each year, the City of Fremont completes an Annual Action Plan to update the Consolidated Plan and to outline specific projects and funding resources that will meet the Consolidated Plan goals.

 

The City’s PY 2026-27 Action Plan activities with priorities, goals, and objectives are described in detail in other parts of this Plan. The City proposes to use available CDBG resources to fund public facility improvements; public services; fair housing administration; microenterprise programs; and housing related activities, including affordable rental housing rehabilitation activities, single family housing rehabilitation, and minor home repair activities.
