Fremont Boulevard (Irvington District) and Paseo Padre Parkway (Driscoll Road to Washington Boulevard
PROJECT OVERVIEW
The proposed project will construct pedestrian crossing enhancements with pedestrian actuated rectangular rapid flashing beacons (RRFB) at six uncontrolled pedestrian crossings along Fremont Boulevard within the Irvington District and two uncontrolled pedestrian crossings along Paseo Padre Parkway between Driscoll Road and Washington Boulevard. The crossings to be enhanced are at the following intersections:
- Fremont Boulevard/Clough Avenue
- Fremont Boulevard/Papazian Way
- Fremont Boulevard/Adams Avenue
- Fremont Boulevard/Crestwood Street
- Fremont Boulevard/Michael Avenue
- Fremont Boulevard/Doane Street
- Paseo Padre Parkway/Dorne Place
- Paseo Padre Parkway/Mento Drive
The project is implemented as part of the City’s overall Pedestrian Crossing Enhancement Program, which strives to enhance safety, visibility, and access at high priority pedestrian crossings across the city. FREMONT BOULEVARD CROSSINGS
Within Irvington District, Fremont Boulevard has five vehicle lanes (including turn lanes), high traffic volume (between 20,000 and 30,000 vehicles per day), and posted speed limits between 30 and 35 mph. These roadway characteristics pose numerous challenges for pedestrians trying to cross outside of a signalized intersection. The proposed project enhancements at the six Fremont Boulevard crossing locations are designed to increase driver awareness and yielding to crossing pedestrians, shorten crossing distances, provide pedestrian refuge areas as appropriate, encourage slower approaching traffic speeds, and ensure compliant ADA access.
PASEO PADRE PARKWAY CROSSINGS
Paseo Padre Parkway is one of the major north-south roadway corridors spanning across the City of Fremont. However, the section between Driscoll Avenue and Washington Boulevard primarily serves local residential neighborhood connections, including local K-12 schools, neighborhood parks, and walking paths. With up to five vehicle lanes (including turn lane) within a residential environment, the segment between Driscoll Avenue and Washington Boulevard experiences high traffic speeds and long crossing distances. The proposed project prioritizes improvements to increase driver awareness, pedestrian crossing yielding compliance, and nighttime crosswalk visibility at the existing uncontrolled crosswalks at Dorne Place and at Mento Drive intersections. Other City projects are currently under development to encourage slower corridor traffic speeds and improve intersection safety along this segment of Paseo Padre Parkway, including the Paseo Padre Parkway Improvements (Driscoll Road to Washington Boulevard) project. SCHEDULE
The construction contract was approved by City Council at the November 18, 2025 meeting. Groundbreaking is anticipated to start in January 2026, with project completion anticipated in Summer 2026.
FUNDING
The project construction cost is approximately $2.3 million. The project is fully funded through a combination of transportation grant funds secured by the City from Federal, Regional and County sources. Local funds are used as matching funds for the secured grant funding
