Overview
The Fremont Boulevard/Grimmer Boulevard Protected Intersection Project will construct protected intersection improvements at the Fremont Boulevard/Grimmer Boulevard and Fremont Boulevard/Eugene Street intersections.
The project is funded by a Metropolitan Transportation Commission (MTC) Mobility Grant secured through an application process under the Safe and Seamless Quick-Strike Program in 2021. The Quick-Strike Program is a one-time, competitive grant program within the One Bay Area Grant (OBAG) program framework, and it emphasizes bicycle/pedestrian safety and mobility, connections to transit, and projects that advance equitable mobility.
The Fremont Boulevard/Grimmer Boulevard Protected Intersection Project directly supports the vision and goals set by the City’s Mobility Action Plan and the Vision Zero Action Plan, which call for transportation investments to reduce the potential for fatal or severe injury crashes, while improving comfort and accessibility for alternative transportation modes like walking, bicycling, and taking transit.
Objectives & Features
The Fremont Boulevard/Grimmer Boulevard Protected Intersection Project consists of reconfiguring the intersection layout to enhance overall safety for pedestrians, bicyclists, and drivers, as well as the installation of a new, upgraded traffic signal system. The specific elements of the project include:
- Re-configuring the intersections at Fremont Boulevard/Grimmer Boulevard and Fremont Boulevard/Eugene Street to remove right-turn slip lanes and construct protected intersections.
- Protected intersections improve overall safety for all users by enhancing driver sightlines, slowing speeds of turning vehicles, and eliminating conflict points between bicyclists, pedestrians, and turning vehicles.
- Replacing the existing traffic signal with an upgraded, modern traffic signal system to improve overall traffic detection, signal operation, and signal reliability.
- Installing high visibility crossings for bicyclists and pedestrians to improve safety.
- Modifying portions of the median islands and realigning the traffic lanes to provide a better approach to driving through the intersection.
- Installing enhanced safety lighting at the intersections to improve nighttime visibility and safety.
- Elevated and separated bikeway between the Fremont Boulevard/Eugene Street intersection and Fremont Boulevard/Grimmer Boulevard intersection to improve overall safety, access, and comfort for pedestrians and bicyclists traveling through the project limit.
Schedule
Project is currently under construction and is tentatively scheduled to be completed in early Summer 2024.
Traffic Impacts
A minimum of two traffic lanes in each direction will be kept open at all times to the extent possible. In general, most of the construction work will take place Monday through Thursday between the hours of 7:30 a.m. - 4:00 p.m. and 7:30 a.m. – 3:30 p.m. on Fridays.
Funding
The project is funded by a $1.4 million Federal traffic safety grant and local funds as matching funds for the grant.
