The Fremont Boulevard Multi-Modal Corridor primarily focuses along a 4.8-mile segment  of Fremont Boulevard between Decoto Road (north of Centerville District) and Osgood Road (in the Irvington District), as well as a 1.8-mile segment of Walnut Avenue between Fremont Boulevard and Mission Boulevard.  It is one of seven priority active transportation corridors identified in the City’s Active Transportation Plan, and it is also part of the Bay Area regional active transportation network and Alameda Countywide Active Transportation Network.

The Fremont Boulevard Multi-Modal Corridor extends through the Centerville District Town Center, the Downtown/City Center, and connects to the Irvington District Town Center.  The corridor is identified as a “priority development area”, along which higher density development and affordable housing are prioritized and planned.  The corridor also provides direct access to a number of regional and local destinations, including various K-12 schools (e.g. American High School, Oliveira Elementary  School, Thornton Middle School, Centerville Middle School, Washington High School), numerous commercial shopping centers (e.g. Downtown Shopping District, Fremont Hub), food destinations (e.g. restaurants and grocery stores), regional transit hubs (ACE Train Station and Fremont BART Station), and regional service destinations in the Downtown area (e.g. Alameda County Superior Courthouse, City offices, Family Resource Center, Social Security Administration Office, Washington Hospital, Kaiser Medical Center, Sutter Health Medical Center).  

Given the various existing and planned destinations that the corridor serves, it is important that the corridor includes the appropriate infrastructure elements that balances the needs of road users across all transportation modes, including driving, transit riders, bicyclists, micro-mobility users, and pedestrians.  Specifically, the corridor needs to address the following objectives:

• Improve SAFETY for all road users (e.g. tame high traffic speeds; reduce conflicts between vehicles and bicyclists/ pedestrians)
• Improve traffic signal EFFICIENCY (e.g. improve traffic flow, minimize red light encountered, reduce traffic queue, reduce corridor travel time)
• Improve MOBILITY OPTIONS (e.g. improve access and comfort for bicycling, walking, micromobility, and taking transit)
• Address EXISTING DEFICIENCIES and barriers (e.g. pavement rehabilitation, existing sidewalk repair, traffic signal upgrade)
• Improve Corridor AESTHETICS (e.g. landscape improvements, general cleanup)
• Promote ECONOMIC VITALITY (e.g. improve access to local businesses)
• Support FUTURE CITY GROWTH (support needs of planned development)

The Fremont Boulevard Multi-Modal Corridor will be implemented through a multi-phase and project approach based on available Federal, State, Regional, and Countywide funding.  A number of intersection safety improvements and separated bikeway projects have been completed over the past five years within the Downtown area along Fremont Boulevard and Walnut Avenue.  There are additional intersection and bikeway enhancements currently under design to connect previously improved Downtown intersections and build out a continuous active transportation network within the Downtown area.  Finally, projects currently under construction in the Centerville District area along Fremont Boulevard and along Walnut Avenue that will implement intersection safety, pedestrian crossing enhancements, and separated bikeway improvements.

The City initiated a robust traffic signal coordination effort in Summer 2024 to minimize the number of red lights experienced and reduce the overall corridor travel time experienced by motorists.  The new traffic signal coordination timing results in significant improvement in overall corridor travel time while driving at a more consistent posted speed limit of 35 mph.  In 2025, City staff conducted physical driving runs between Mondays and Fridays at different times to quantify the effectiveness of the new signal coordination along Fremont Boulevard.  Below is a summary of staff’s findings:

Since the start of the COVID-19 pandemic, Fremont Boulevard has experienced noticeable changes in overall activities across the various transportation modes.  This section provides traffic related data for vehicles, bicycles, and pedestrians between 2019 (before COVID 19 pandemic) and 2024 (post-pandemic recovery).  As more high-density developments are approved and constructed within the Centerville, Downtown, and Irvington Districts, the City anticipates a steady growth in road user demand across all modes along Fremont Boulevard and Walnut Avenue.  Much of the planned improvements along the corridor are designed to facilitate this anticipated future growth.
