What’s New?
As part of the on-going implementation of the City’s new Active Transportation Plan that was adopted by City Council in May 2025, the City has broken ground on a number of high-quality improvements to enhance or expand the existing pedestrian and bicycle network. Below is a list of improvements that are currently under construction. Please click on each link to view more detailed information about each project.
- Sidewalk-level separated bikeway and crosswalk enhancements along Fremont Boulevard in
Centerville Historical Town Center (between Thornton Avenue and Bonde Way), including new protected intersection at Fremont Boulevard/Thornton Avenue intersection. (Centerville Complete Street Project)
- Sidewalk-level separated bikeway and crosswalk enhancement along Walnut Avenue (between Paseo Padre Parkway and Fremont Boulevard).(Walnut Avenue Bikeway Improvements Phase II Project)
- Protected intersection improvements at Thornton Avenue/Dusterberry Way intersection next to Thornton Middle School. (Centerville Complete Street Project)
- Two-way cycle track along Country Drive (between Fremont Boulevard and Paseo Padre Parkway). (Country Drive Improvements and Resurfacing)
- Pedestrian crossing enhancements along Fremont Boulevard (within Irvington District) and along Paseo Padre Parkway (between Driscoll Road and Washington Boulevard).(Pedestrian Crossing Enhancement Project)
- Parking protected separated bikeway along Civic Center Drive (between Mowry Avenue and BART Way).
Programs
- Bicycle Improvement Program
- Bicycle Parking – The City installs bicycle parking in the public right-of-way using City funds and grant funds. New development projects are also required to provide short-term and long-term parking based on the size of the project. Community members can request bicycle parking in a particular location or area using the Transportation Engineering Request form and City staff can evaluate the location and determine if suitable locations for bike racks exist nearby.

Recognition
- The Walnut Avenue Bikeway was named one of the 10 Best New Bikeways of 2020 in the U.S. by People for Bikes and the best new bike facility in the state by CalBike. Watch a video about the project background and about how to use this new facility, which is being described as one of the best bikeway facilities in the Bay Area.
- The City of Fremont was recognized as a Bronze level Bicycle Friendly City by the League of American Bicyclists in 2019.
Regional and Local Community Groups
- Bikeways for Fremont (Bike Fremont) – Fremont, Newark and Union City residents passionate about improving bikeway in the Tri-City area.
- Fremont Freewheelers - A non-profit bike club organized for the purpose of promoting all facets of bicycling including leisure, recreational, touring and racing, always with an emphasis on bicycle safety and education. Organizes beginning, intermediate, and advanced rides including road and off road (mountain bike).
- Bike East Bay – A non-profit organization that worked since 1972 toward promoting safe and comfortable bicycling in Alameda and Contra Costa counties.
Resources
- Bikeways Map – The City produces and annually updates a map of bikeways that is intended for route planning purposes. The map can be viewed and printed and is also available at bicycle shops throughout the city.
- Bicycle and Pedestrian Counts – The City has conducted bicycle and pedestrian counts at various locations throughout the city on an annual basis since 2017. Count data are used to understand where residents walking and bicycling throughout the city to identify future improvements and to support grant funding applications.
- Free Bicycle Skills Classes are offered by Bike East Bay throughout the year in Fremont. Visit Bike East Bay’s website to see the full calendar.
- Other Resources – Tips and resources on bicycling and walking skills, safety, theft prevention, commuting, bicycle friendly workplaces, and more.
