Background
On July 11, 2023, the Fremont City Council adopted a ceremonial flag policy to commemorate special observances. The policy sets clear criteria for selecting ceremonial flags and establishes a yearly rotation of observances. The City Council also directed City staff to create a comprehensive ceremonial flag display calendar that rotates eleven ceremonial flag observances each year.
