City of Fremont Title VI Program and Policy
It is the policy of the City of Fremont that no person shall on the grounds of race, color, national origin (including language), sex, disability, age, or religion be excluded from participation in, be denied the benefits of, or be subjected to discrimination in any operation of the City of Fremont as provided by Title VI of the Civil Rights Act of 1964 and other federal anti-discrimination statutes.
This policy applies to all operations, programs, and services of the City of Fremont, including its contractors and anyone who acts on behalf of the City of Fremont. This policy also applies to the operations of any outside agency or organization to which the City of Fremont extends federal financial assistance. Federal financial assistance includes grants, training, use of equipment, donations of surplus property, and other assistance.

Discrimination Complaints and Complaint Process
Any person who believes they have been subjected to discrimination in any City program, service, or activity may file a complaint, which must be filed within 180 days of the date of the alleged incident/discrimination. Complaints may be filed anonymously, but the City may not be able to fully investigate the complaint unless sufficient information is provided.

The City, through the Risk Management Division, will investigate complaints over which the City has jurisdiction and will provide appropriate assistance to complainants, including persons with disabilities or those with limited English proficiency. The Risk Management Division will review all complaints and will notify the complainant in writing of the findings or whether the complaint falls outside the City’s jurisdiction.
