2024 Tri-City Multi-jurisdictional Local Hazard Mitigation Plan
In 2024, the Federal Emergency Management Agency (FEMA) approved a new Tri-City Multi-jurisdictional Local Hazard Mitigation Plan (Plan) prepared in partnership with the Cities of Newark and Union City, the Alameda County Water District, and Union Sanitary District (the Participating Jurisdictions). The Plan is a combined update to the City of Fremont's 2016 Local Hazard Mitigation Plan and the 2017 Union City/Newark Multi-Jurisdiction Local Hazard Mitigation Plan. The Plan was adopted by the City Council on November 12, 2024.
The Plan is incorporated by reference into the General Plan Safety Element, and is included in the General Plan's Appendix C.

The Plan is organized into a Base Plan common to all five Participating Jurisdictions, along with individual Annexes pertinent to each Participating Jurisdiction.
