The City has mobilized time and resources to address the impact of homelessness. Unsheltered homelessness in Fremont continues to outpace available local resources such as shelter, housing options, enforcement, and abatement services. City efforts to address encampments include cleanup activities, administering guidelines, enforcing applicable laws, and overseeing relocation efforts. It is important to note that these efforts can be restricted by resource limitations and a lack of affordable housing.
