Encampment Cleanup Schedule

Photo of a calendarThe City is committed to providing a safe and healthy environment for all residents. Each month, the City develops and implements a cleanup schedule for encampments located throughout Fremont. The goal is ensure that cleanups are performed safely, efficiently, and compassionately.

Before a cleanup is conducted, City staff will work with those living in the encampment to understand their needs and connect them with supportive services. Staff will also tag items within the encampment so that owners can remove them in advance of the cleanup.

There are several different types of encampment cleanups:

  • Litter/Abandoned Debris – Removal of all debris that is not associated with an active encampment.
  • Cleanup/Debris Accumulation – A cleanup of waste or debris within or around an active encampment. This does not require individuals to vacate the area.
  • Abatement – A cleanup of debris as well as tagging and removal of property. This can include dismantling of structures and towing vehicles. Any removal of property requires a 72 hour notice to the owner. This does not always require individuals to vacate the area.
  • Closure – A full cleanup and abatement of the location. Individuals are required to leave with property notice, and relocation resources are made available.


Cleanup Schedules

The City responds to locations based on known site conditions such as: existing encampments, history of dumping, or proximity to stormwater discharges. City staff do rely on incoming resident concerns. 

After a site assessment, locations are prioritized based on confirmed health or safety hazards.

Please note that these schedules are specific to encampments. Many other types of cleanups occur weekly throughout Fremont.
