Winter Relief Program

Through the City’s annual Winter Relief Program, unsheltered Fremont households are provided temporary emergency shelter in motel rooms during the winter months.

In the 2024/2025 season, the program operated 27 rooms in two Fremont motels, providing at total of 5,736 bed nights of service. 

Meals are provided on a nightly basis, and assistance with supportive services is offered, as available, by the City's Human Services Department and other community service providers.


Eligibility

To ensure the Winter Relief program effectively serves individuals experiencing homelessness in Fremont, referrals were received from designated street outreach teams that directly connect with the unhoused population. The Program does not accept any self-referrals or maintain an interest list. There is no waitlist to join for Winter Relief.

This season's program has 40 rooms in two Fremont motels. It opened on November 3, 2025 and is scheduled to close on April 2, 2026. 


Funding

The program is funded through a combination of City funding, Alameda County funding, foundation/corporate grants, and private donations. The program also relies on partnerships with local motels, health and support service providers.
