In 2013, following the tragic deaths of two unhoused residents from hypothermia, the City opened a Warming Center that provided shelter during inclement weather.

In 2018, the Warming Center transitioned to a full-service Winter Shelter Program that was open seven nights a week for four months. 

In 2021, the Winter Shelter Program transitioned into a Winter Relief Program through the temporary use of motel rooms as non-congregant shelter. The program provided more privacy for individuals and helped prevent the spread of COVID-19 and other winter illnesses. During the pandemic, this non-congregate shelter model emerged as a best practice for those experiencing homelessness. It provided them with stability and helped connect them to supportive services.

During 2024/2025 season, 49 individuals were sheltered, including 11 youth and 19 older adults (aged 55 and above). Although the program was originally scheduled to end on April 1, 2025, all households were offered a one-month extension to help them achieve greater stability. By the time the program closed on May 1, 2025, a total of 5,736 bed nights of service had been provided.

The Age Well Center at Lake Elizabeth provided 2,973 healthy meals for program participants. Additionally, with support from local food banks and restaurants, program staff delivered daily dinners, snacks, and other essential provisions to each participant.
